Nice! First proper wireless redstone since 1.8! Second if you count fixed transmitter (panda's in 1.11.0)

It's a shame it doesn't work in 1.13 tho
So since it is based on RNG, you can't be 100% sure it is accurate then, so false positives will occur and this might not be reliable?

Just because it is RNG doesn't mean it is unreliable. If you activate the transmitter you are 100% guaranteed that the receiver will receive the signal. The only possible way the receiver could receive a false signal is just by chance, but in practice for this receiver you would expect that to happen once every 6.8 years, and you could just make the receiver bigger to make that even less likely. Then again, players are accidentally resetting the rng all the time so if it doesn't happen in the first week or so then on an active server it's likely never going to happen.

Does the world rng also decide which item is shot out of the dispenser (if there're multiple ones?) If so, you'd propably be able to reduce the number cells in the receiver quite a lot, since each one would check more bits (1 in 18(?) instead of 1 in 2)

Depends on which plugins are installed, but at least if there are no plugins then yes it works. However there is a setting server owners can change which makes the tool not work, but doesn't stop rng manipulation working.
