I actually loved that Explorer (Start menu and folders) look with that scaling, looks like a bit more modern, just make the cursor show the name when u hover on the icon and it would be perfect. Even that control panel looks like a cool gadget.
I have tried this before on a physical machine. Oh, how many times the Dell Latitude laptop (with 40GB HDD, 256GB of RAM, Intel Celeron processor running at 400MHz, 1280x800 display, DVD/CD-RW drive at 50x speed, 2 USB 2.0 ports, 1 (broken) USB 1.1 port, an Ethernet port, and a high density floppy disk drive) has had Windows XP reinstalled, plus it's drivers.

I got this problem i couldnt scale my VGA Computer screen right for the HD TV... I see just 50% of the screen and i got the highest dpi setting... That sucks really😕
