When they first attacked Paradis, it was 9 years ago. From then to the end of S3 it’s been 6 years (5 years not counting the 1 year time skip in the S3 finale) So it’s been 4 years since the fight Beast Titan fight and 3 years since the last episode of S3. All of the characters are 4 years older now. (For example Eren would now be 19 and Reiner would now be 21)
I'm sure you know this by now but once someone gets the power of a titan, they only have 13 years before they die. Thats why they have to choose someone to inherit it and eat the current holder when their time is up otherwise the power will go to a random Eldian newborn.
