Windows 1.0 can obviously run with huge amounts of RAM like that, it doesn't use the HIMEM which breaks newer Windows versions like 2.x, 3.x, 95, 98, ME, the typical amount of RAM in a PC of the time would have been 64 - 640 KB, standard memory is 640 KB and thus Windows 1.0 can run on even a gigabyte of RAM
Win9x was 32 bit, which can handle up to 4GB, the problem for 9x is that a driver (I think Vcache?) consumes so much RAM during boot if more than 1 gig of RAM is installed that the system fails to boot.
Windows 8 with low RAM but with HDD cache be like: There isn't enough memory available to create a ramdisk device. Please use HDD cache, just like Mineplayerminer SK did with Windows 98.

Probable the 8 mb not works because in safe Mode not loads the drivers and the Windows 98 try loads the driver and gives a error, and the 4mb RAM he glitchs the drivers and its Will happens Sorry for bad english

That will not work because the virtual machine never knows the host computer's hardware configuration so then if do VM in VM, well... More problems because the VM doesn't know how to find the "host" VM's hardware configuration the inner VM is running inside
vbemp 9x uses the windows nt 5.1 (xp) technology that allows you to run your pc at any resolution (usually) without graphics drivers, and implements that into 9x (95, 98, me)
