The binary data stored in "Font #N" is actually a LOGFONTW structure and this structure is documented by Microsoft.
The two bytes you changed in the video is the upper two bytes of lfEscapement, which is "the angle, in tenths of degrees, between the escapement vector and the x-axis of the device. The escapement vector is parallel to the base line of a row of text."
lfEscapement is 4 bytes long, starts at address 0008, and is stored in little-endian.
Say you want the text to rotate by 45 degrees. As lfEscapement is in tenths of degrees, the value should be 450. Convert it to hexadecimal and you get "1C2", or "000001C2" to make it 4 bytes. As it is stored in little-endian, bytes should be written in reverse as "C2 01 00 00", and this is what should be the 4 byte values starting from address 0008.
1:30 the lfEscapement was changed to "00 00 65 E2" (little-endian), so the value is E2650000 (hex) or -496697344. -496697344 mod 3600 = 1856, so the text would be rotated by 185.6 degrees, counterclockwise.
If you want to change other values as well:

I wonder why they added this in the first place. It's such a strange feature and I don't believe any Windows version allowed you to change this via a UI, you can only modify the registry to achieve this.

Just because you saw this video, and you're going to look in the registry editor. Don't play around with the registry editor, the registry editor makes a billion things in one computer work. I actually experienced it once because I'm on my really really old laptop right now and it was like really laggy, and the next day I opened it, it took so long and then automatic repair appeared. ( This is a story you can not read this if you want to. ) and all of those you know fixing options, I chose to reset my PC because my PC usually had a lot of junk in it basically, I was trying to remove that junk and the only way to do it, was to reset my PC.

Разберёшься, почему так? (я на тот момент занимался разделом SAM в реестре, вероятно с этим что-то связано)
