@@NetRolller3D Only used for NTVDM. They are actually 16-bit stubs. They do nothing like running in Windows NT from WINDOWS directory win.com. It does nothing. It is a stub to emulate Windows 3.x in NTVDM for Windows On Windows subsystem. These files along with win.com and the *.drv files are 16-bit stubs for shimming and thunking to Win32 API in a hidden console of WoWVDM.
Also System32\DriverStore on Windows versions with CBS. Those drv files are just placeholders for 16-bit Windows 3.1 apps (drv is the old 16-bit driver format, no way to load those in Windows NT).
The reason the install disk is like windows 7 is because well, it is windows 7, I think it’s because windows 7 was the first to have recovery tools on a disk and you didn’t have to flash or wirite anything like old windows versions to get the recovery tools

This is quite cool, I have been trying this same experiment on windows XP, everytime I try to delete a driver, Windows XP restarts. Then it starts a recovery process that I cant skip. And the driver gets restored. Do any of you know how to stop that recovery so that I can delete a few drivers? I try this on a Windows XP VM and I just get that error that the drivers are only readable everytime I try to delete it. From what I know, this is a error from the setup. What do you guys think?
windows 10 kinda works fine. i use bootcamp from my mac and it used to not have any drivers (in a installed way) and it suprisingly worked well. until i needed a bluetooth driver so i installed them.

no, you can't run explorer within the setup\recovery environment as it will pop up an error message and refuse to run, in fact must applications won't run in that environment.

Yah. These are the same thing as DLLs, the actual drivers have .sys as file extension. Delete those and then you get into the actual trouble.

He didn't delete the real drivers (sys files in system32\drivers). drv files are just legacy stuff for some apps; basically just oddly named DLLs.
