Windows 8.1 can technically be converted into Windows 7 by using a few third-party tools and importing stuff from 7 (that's what Bob Pony did in a livestream, see here: youtube(dot)com/watch?v=E5Nx36OKoA8), but it's still impossible to do that with Windows 10 using the same method. The only way you would have to make 10 look and feel like 7 is by using a third-party theme and tools like Aero Glass, OldNewExplorer, Classic Shell/Start Is Back++ as well as registry tweaks.

to be honest there isn't much point to doing that, windows 8.1 is basically a mod of Windows 7 with UWP app support (which no longer works very well now that most UWP apps are for Windows 10) and a new start menu and UI. That's about it. It's the same os and same revision with just a few extra features, basically if it will run on 7 it's almost guaranteed to run on windows 8.1 (and most likely 8.0 too, though I'm not sure)
When you set the theme to classic, it shows the start menu normally as it does in Windows XP, but with the left pane fully in black and being unable to open the All Programs menu

Bookshelf 98 works in modern windows revisions, not joking. I remember testing it on an old laptop running Windows 7, what was strange was the first two times I tried it it said it was incompatible but then it suddenly began working and it actually even installed fine (well, actually it had to be run off the disc anyway so no. I should've kept a backup too because i lost it 2 months later xd)
Deer Avengers 2 also runs PERFECTLY on Windows 10 somehow, nice!
