wouldn't the fact that you use a tool that is known to hide sensitive data with hidden volumes is enough to be a clue that there is more encrypted data somewhere? If someone is willing to use a sledgehammer (or abuse the law, or send you on a trip to an oversea location) on you to get your password, they will be willing to use it to get the second password too.
All valid points. It would really depends on what information they have or what value of information you give them with the first Encryption password. If you give them access to your bank account data and money, they may just as well believe you. It's definitely not a foolproof system, but a system that exists nonetheless. Not everyone may know about hidden volumes and Veracrypt capabilities. It's an additional safety measure but no sure thing.
