VPNs can protect privacy or they can be worse than your ISP, recently logs were left out in the open, by one vpn provider, there is a whole heap of research on this don't use a 20 second video for your vpn provider.
Also check the tos all ban black hat and some ban white hat activities too ( if that is what your into )

TOR is slow and unstable. Most good VPNs are much faster, and less likely to stop working.
