All humans of normal intelligence levels are "racist"; it's a survival primal instinct. Does that mean all the deeds caused by "racism" are justified? Of course not, but you can't magically change the reality of our primal instincts, whether doing so would do more good or bad (nor do we know whether the disappearance of the primal instinct of "racism" or rather tribalism would do more good or bad, no matter how much propaganda we are fed about "racism" being purely bad).

Also, no. Racism isn't a not an instinct. It's something that is taught, much like other types of hate speech. People start off as nice and innocent when they're born, but hate towards other types of people is never a trait you're born with. It's only taught by others who hate.
