This is known as the 19-Dot Oddity on 6780 kHz. There is not one station but many low-power stations scattered all over the world. You can log these stations by using various SDRs. SDR locations include: Fort Collins Colorado, Brisbane Australia, Germany, Sweden, Austin Texas, Anchorage Alaska, Tokyo Japan, Korea, Broomfield Colorado, Prescott Valley Arizona, San Diego California, Brownsville Texas, Kansas, New Mexico, and Bellingham Washington to name just a few. They appear to all be localized low-power transmissions that are crystal controlled with a cheap quartz crystal (± 50 ppm) which explains why no two stations are on the exact same frequency.
