Well technically, Dio used his stand/stand ability. Stands are based around ones spiritual energy and physical prowess (which I'm guessing is part of the reason the stands look like their users and that some stands are stronger than others) not mystical energy and mental manipulation like mlp unicorns/alicorns use. Ergo, Dio did what she asked, no magic was used
