Winlogon means Windows log on which makes you can log on in any account. If you delete it and restart the computer,you can't log on in any account anymore. But I think this too: "Automatic Repair" can fix it or pc would stuck at black screen and says "winlogon.exe is missing".
Winlogon.exe does more than just handling user sessions and desktop enviroments. It handles misc functions like shutting down and the "Ctrl+Alt+Del" screen. Not to mention forcing the OS into a state without an active Winlogon.exe process will break functionality and a possible soft lock. It will also cause your user session to become invaild and only partially loaded.
Edit: I just realized, the comment i replied to was from 3 years ago... oh whatever.

And if you delete logonui.exe it will show a black screen with an error that reappears when you close it. But... if your on xp it will show the fallback logon screen, and its a dialog so that means you need to delete it from the dll itself, and i never tried that, but it would probably throw an simmilar error. And why the error reappers? If you close logonui then it will restart, but it fill fail and show the error, if you press ok it closes it, and restarts.
