Wow! I am actually the person who made Viira. I didn't even know someone had made that latest art! I was never a developer, but she was a character in a Fallout Equestria campaign that some Devs were in as well, so they used Nepotism to get her in the mod despite the "no more Ponysonas" rules (without me asking).
The Viira in EaW is actually fairly different to the original, I didn't write her in there.
As for the money, most of the art made of her is actually gifts! (and there's a lot more that isn't on DB). A fair few people have just asked out of the blue for "permission" to draw her. Most people need to work at Raytheon to buy art, but Viira gets done for free. I don't know what makes people do that. I guess she's just Built Different.

Also, you failed to understand the joke. In EaW, Viira achieves the dream of all insane mages and actually really does succeed in harnessing ancient eldritch powers (in this case, an ancient magical reactor composed of trapped souls). She becomes essentially a mortal demigod who can cause nuclear explosions with her mind and enslave entire provinces with mind control.
If she tries to draw too deeply on this power without allowing herself to rest, however, she will eventually lose control. And explode. (The explosion destroys the entire core region of her new empire).
So the joke is that Viira is a living nuclear bomb.
