Can be done much simpler than that. Just open the cd/DVD drive in the last 10 or so minutes of setup. When that happened to me, there was no OOBE (system logged on with default Admin account), IE won't open, and Windows Classic theme is applied with a blue wallpaper.
It was usable, but it felt off and weird trying to use it instead of just starting over.

In windows pe (preinstall environment) you can press shift-f10 to show cmd, I won't work on your desktop or on the logon screen

It's a VL copy. Retail version tells you to look for the sticker on your computer instead of asking your administrator for the key.
