a few things: - deletion of the entire registry and then rebuilding it = unregistering drivers - im surprised Microsoft still stores activation data in the registry - it takes 20 minutes because it is technically a recompile, the first boot wizard needs to sign all the keys

And the drive died overnight about two days ago. Recently ordered a new one so I can start from scratch

So running sfc /scannow schedules a full repair, startup repair fixes everything that needs to be loaded at boot, so that the system can boot, load drivers, load the Win32 subsystem, and start services, nothing more. Then on the first bootup, TrustedInstaller gets run and starts an intensive repair. This takes a while, as there is a lot to fix. When TrustedInstaller finishes repairing, the computer goes to the login screen, and all should be repaired.

The IT probably installed some garbage drivers on those school PCs. I'm not surprised, school IT people are inexperienced and think they know everything about computers.
You can just copy the registry files over from a backup, wherever you'll find it, to the computer. If you don't have such a thing and run something higher than XP, then yeah your method is good.
